It was a statistical analysis by a World Bank official written for a World Bank publication. It is not convincing to claim that he agrees with Ellwood's stinging critique. Maybe they coincide in some points, but you would have to give more concrete evidence of that than you did, and that would take too much time. This is only a 275-word paper. What I suggest instead is to use a true critical commentary. I have attached one and highlighted the writer's main points, which support those of Ellwood. It is not from an academic journal, but it is from a knowledgeable financial journalist and fulfills the requirement of a critical commentary. Don't waste a lot of space with the introduction that has little to do with the subject matter. First spend a good-sized paragraph to "summarize, review, present your findings" of the commentary and then another paragraph comparing it to Ellwood. And that's it.
